Infer neighbour roles for every active device terminal in pedal.
This is the public, behaviour-neutral introspection entry point. It compiles
the netlist into a circuit graph and classifies each active-device terminal’s
immediate neighbours as NeighborRole::Load / NeighborRole::Ref /
NeighborRole::Signal. Used by tests today and by the future boundary
arbitration phase.
