Render the bias-accuracy table for a set of per-circuit op-point results.

Produces a circuit × device × (Vbe / Vce / Ic: ours / ngspice / Δ) table plus, per circuit, the worst DC-balance residual F(ngspice_op) and the formulation-vs-solver verdict. Returns the rendered string (so tests can print AND assert on it).

boundary_loads maps circuit name → its compile-time boundary-load table (CompiledPedal::boundary_loads). Every circuit whose OUTPUT boundary is left open — Unloaded{reason} rows or an EMPTY table — gets a triage flag rendered directly under its verdict line (see unloaded_output_flag for the rationale: unloaded boundaries and marginal op-points travel together). Circuits absent from the map (e.g. pro pedal not compiled) are not flagged.
